People with disabilities are experiencingdecreased rates of employment and labor force participation despite the passage of the Americans With Disabilities Act.
This information is part of The New Worklife Expectancy Tables, released by Vocational Econometrics, Inc., a national research firm. The tables are based on information obtained from the most recent Current Population Survey conducted in March 1994 by the U.S. Department of Commerce, Bureau of Census.
The tables show that in 1993 combined rates of labor force participation employment for people with disabilities decreased from their 1992 level, when they became effective. During the same time period, nondisabled people enjoyed higher rates of labor force participation and employment. (The "labor force participation rate" is the percentage of people who are either employed or actively seeking employment.)
"Approximately 33% of males with a disability were participating and employed in 1992. That number decreased to 30% in 1993, " said A. M. Gamboa Jr., Ph.D.
The tables also show that while approximately 25% of all women with disabilities were participating and employed in 1992, the percentage dropped to 24% in 1993.
"We had hoped to see improved participation and employment for people with disabilities as a result of the ADA," said Gamboa. "It's still premature to draw conclusions on the ADA's overall impact, but the preliminary data are less than encouraging. We hope it's a short-term effect and we plan to run the data next quarter if there is improvement."

There is a significant difference in the worklife expectancy of people with and without disabilities. For example, the average 35-year-old man with a disability has a 9.5 year worklife expectancy. His nondisabled counterpart has a 25.4 year worklife expectancy.
Worklife expectancy for nondisabled women increased significantly during the 1980's and into the 90's, while remaining basically unchanged for men. Worklife Expectancy Tables are often used by attorneys and courts to help determine appropriate worklife expectancy and more accurately value disability.
